CALL TO ORDER

Harry Brooks called the meeting to order at 5:29 p.m.

APPROVAL OF AGENDA

Jean LaPorta made a motion, seconded by Carmen Caraco and unanimously carried to waive the 48-hour notice and approve the agenda as presented and add or remove any items introduced by unanimous vote.

CANVASS THE VOTE

Carmen Caraco made a motion to accept the canvass of the vote, whereby 15 component school districts cast an affirmative ballot for the adoption of the 2023-2024 HFM BOCES Administrative budget; duly elected to a three-year terms Paula Brown-Weinstock of the Gloversville Enlarged School District and Carolyn Wilcox of the Northville Central School District.  This motion was seconded by Rebecca Cozzocrea and unanimously carried.

APPROVAL OF MINUTES

Rebecca Cozzocrea made a motion, seconded by Jean Laporta to approve the minutes of the April 26, 2023 Regular Board meeting.  This motion was unanimously carried.

ASSISTANT SUPERINTENDENT FOR EDUCATIONAL SERVICES REPORT

The Assistant Superintendent for Educational Service’s Partnership-Advocacy-Leadership Report included:

CTE PROGRAM RE- APPROVALS

Jean LaPorta made a motion to approve the CTE program re-approvals for Auto-Technology and Cybersecurity to be submitted to New York State Department of Education.  This motion was seconded by Rebecca Cozzocrea and unanimously carried.  (SY 22-23 #166, #167)

CTE DONATION

HEALTH INSURANCE

Rebecca Cozzocrea made a motion to authorize the District Superintendent to execute the agreement for Health Insurance plans with MVP Health Care for the contract period of July 1, 2023 through June 30, 2024.  This motion was seconded by Jean LaPorta and unanimously carried.  (SY 22-23 #181)

HSA FUNDING

Utilizing the savings from projected 23-24 health care costs, Carmen Caraco made a motion, seconded by Rebecca Cozzocrea and unanimously carried to increase the HFM BOCES’ HSA funding for the 2023-24 school year only by $173 per individual plan and $345 per family plan, self/Spouse and self/child(ren) plan.

DENTAL INSURANCE

Carmen Caraco made a motion to authorize Delta Dental to provide dental benefits effective July 1, 2023 through June 30, 2023 at an increase of 5% from the 2022-23 school year.  This motion was seconded by Rebecca Cozzocrea and unanimously carried.   (SY 22-23 #182)

WEST & COMPANY ENGAGEMENT LETTER

Rebecca Cozzocrea made a motion to authorize the District Superintendent to execute the acknowledgement letter from West and Company CPAs, P.C. acknowledging the items to be covered in the Independent Audit for the year ending June 30, 2023.  This motion was seconded by Carmen Caraco and unanimously carried.  (SY 22-23 #183)

RFB RECOMMENDATION

Pursuant to the competitive bidding process, Jean LaPorta made a motion, seconded by Carmen Caraco and unanimously carried to accept the RFB recommendation as noted by memorandum from the Purchasing Official in the following area: RFB 2023-021 – Solid Waste – County Waste and Recycling Service, Inc., 1927 Route 9, Clifton Park, NY 12065.   (SY 22-23 #184)

ADULT LITERACY AND CORRECTIONS EDUCATION SPACE AGREEMENT

Rebecca Cozzocrea made a motion, seconded by Carmen Caraco and unanimously carried to authorize the District Superintendent to executethe Memorandum of Agreement by and between HFM BOCES and the United Presbyterian Church of Amsterdam effective July 1, 2023 through June 30, 2024 to provide classroom and office space for Adult Literacy and Correction Education.  (SY 22-23 #189)
