Harry Brooks called the meeting to order at 5:01 p.m.

At this time the Clerk administered the oath of office to Board Member Kathryn Zajicek.

APPROVAL OF AGENDA

John DeValve made a motion, seconded by Carmen Caraco and unanimously carried to approve the agenda as presented and add or remove any items introduced by unanimous vote.

APPROVAL OF MINUTES   

Rebecca Cozzocrea made a motion, seconded by Matt Sullivan to approve the minutes of the May 25, 2022 Regular Board meeting.  This motion was unanimously carried.

BE IT RESOLVED that the Board of Education hereby approves the July 27, 2022 Memorandum of Agreement by and Between Hamilton-Fulton-Montgomery Counties Board Of Cooperative Educational Services and The BOCES Teachers’ Association and authorizes the Board President and District Superintendent to execute said  MOA (SY 22-23 #1)

NEW ERA TECHNOLOGY MAINTENANCE QUOTE

Kathryn Zajicek made a motion to authorize the District Superintendent to execute the HFM New Era Maintenance IPOSS agreement by and between HFM BOCES and New Era Technology to provide maintenance for the Avaya phone system from July 1, 2022 through June 30, 2023.  This motion was seconded by John DeValve and unanimously carried. REVISED RFB RECOMMENDATIONS

Pursuant to the competitive bidding process, Jean LaPorta made a motion, seconded by John DeValve to accept the revised RFB recommendation as noted by memorandum from the Purchasing Official in the following area.  This motion was passed unanimously.

RFB 21-06 Paper Products – Hill and Markes, Inc. is no longer able to adhere to the pricing on eight items they submitted on RFB 21-06, recommend the Board accept the new pricing of the eight items effective as noted on the Purchasing Agent’s memo.  (SY 22-23 #20)

UPS CUSTOMER AGREEMENT

John DeValve made a motion, seconded by Matt Sullivan and unanimously carried to approve the following resolution awarding a contract for express courier, overnight and ground delivery logistics service to the United Parcel Service:

BE IT RESOLVED that, in accordance with the provisions of the General Municipal Law, the Board of Education of HFM BOCES hereby awards a contract for express courier, overnight and ground delivery logistic services to United Parcel Service, Inc. (UPS) for the period from July 27, 2022 to November 11, 2025 (with two additional one-year renewal options)through cooperative purchasing with Sourcewell and pursuant to Sourcewell Contract No. 090121-UPS on the basis that the award of the contract to UPS provides the best value to the BOCES for the detailed reasons and analysis performed by Sourcewell, including, among other things, an analysis and comparison of the contractor’s pricing; financial, industry and marketplace success; value added attributes; ability to warrant the work; and the comprehensiveness of the services offered.

BE IT FURTHER RESOLVED that the Board authorizes the District Superintendent to execute the contract on behalf of the BOCES and to take such other actions as are necessary and appropriate to effectuate the contract.  (SY 22-23 #21)

ADDENDUM to MEDICAL DIRECTOR SERVICES AGREEMENT

John DeValve made a motion to authorize the District Superintendent to execute the Addendum to the Medical Director Services Agreement by and between HFM BOCES and St. Mary’s dated July 27, 2022.  This motion was seconded by Kathryn Zajicek and unanimously carried.  (SY 22-23 #22)

2022-23 ANNUAL LEASE APPROVAL

Jean LaPorta made a motion, seconded by Kathryn Zajicek and unanimously carried to approve the 2022-23 Distance Learning and Annual Classroom leases as submitted in the aggregate amount of $483,354.00.   (SY 22-23 #23)

OTHER BUSINESS POLICY #6007 –  Second Reading and Adoption

John DeValve made a motion, seconded by Matt Sullivan and unanimously carried to accept policy #6007 Telework as a second reading and adopt it. (SY 22-23 #24)

PUBLIC COMMENT PERIOD FOR THE UPDATED DISTRICT (BOCES) WIDE SCHOOL SAFETY PLAN

Matt Sullivan made a motion, seconded by Rebecca Cozzocrea and unanimously carried to adopt the following resolution recognizing the public comment period for the updated District (BOCES) Wide School Safety Plan:

WHEREAS, the HFM BOCES Safety Committee periodically reviews and updates the District (BOCES)-Wide School Safety Plan and associated documents; and

WHEREAS, the HFM BOCES Safety Committee has proposed updates to the District (BOCES)-Wide School Safety Plan; and

WHEREAS, the regulations require a 30-day public comment period;

NOW THEREFORE, be it resolved as follows by the Board of Education of Hamilton-Fulton-Montgomery Board of Cooperative Education Services;

Section 1.  The Board of Education directs the proposed, updated District (BOCES)-Wide School Safety Plan to be posted on the BOCES website for a comment period of 30 days beginning August 1, 2022.

Section 2.  These updates will be presented for final Board approval at a public hearing on August 31, 2022.

Section 3.  This resolution shall take effect immediately

BOARD MEMBER REPORTS AND COMMENTS NYSSBA Annual Convention

The Board Clerk requested that the Board members let her know if they were interested in attending the NYSSBA Annual Convention in October.

RURAL SCHOOLS

Matt Sullivan and Harry Brooks debriefed the Board about the Rural Schools conference that they attended at the beginning of July.

2022-2023 GOAL  SETTING DISCUSSION

The District Superintendent discussed creating 2022-2023 Goals specifically designed to implement each HFM BOCES Core Belief statement.
