Two longtime administrators from HFM BOCES were recognized for their outstanding contributions to Career and Technical Education (CTE) during the Association of Career and Technical Education Administrators (ACTEA) annual fall leadership conference, held Wednesday, October 22, at the Turning Stone Resort Casino.
Michael DiMezza, Director of Workforce Development and CTE at HFM BOCES, was named the New York State ACTEA CTE Administrator of the Year. This award honors educators and leaders who have made significant contributions to advancing CTE programs for youth and adults across New York State. 
In addition to receiving this honor, DiMezza will now be nominated for the Association of Career and Technical Education (ACTE) Region 1 National Administrator of the Year Excellence Award later this academic year.
“To say that I’m honored is an understatement,” said an overjoyed DiMezza. “When I started on this journey 14 years ago, I hadn’t realized the ripple of Career and Technical Education on every corner of our region. I understand it fully now.”
DiMezza’s nomination highlighted his visionary leadership, tireless advocacy, and steadfast commitment to preparing students for success in college, career, and life. He has distinguished himself as an innovative leader who balances tradition with forward-thinking practices. His influence extends beyond HFM BOCES through statewide initiatives and collaborative efforts.
He is also a key member of the executive team of the New York State CTE Network, contributing to statewide conversations on policy, practice, and innovation. DiMezza serves on the NYS ACTEA Board of Directors and is the current President of ACTEA Zone 3, where he has provided leadership representing administrators across the region.
In her remarks at the event, NYS ACTEA President Michele Friedman praised DiMezza’s leadership and contributions.
“Michael’s visionary approach, collaborative spirit, and commitment to student success have set the standard for excellence in our field,” Friedman said. “His work not only transforms programs and partnerships, but also inspires all of us to strive for greater impact.”
DiMezza also played a key role in leading Zone 3’s regional approach to the Perkins V Comprehensive Local Needs Assessment (CLNA), establishing a framework that united school districts, postsecondary institutions, and industry partners. His efforts have helped ensure that CTE programs remain aligned with workforce demands.
Despite the personal recognition, DiMezza was quick to credit his team.
“I’m supported by my team at work and home. They allow me to do what I need to do every single day. This is as much for them as it is for me,” he said.
Also honored at the conference was Jay DeTraglia, HFM BOCES Assistant Superintendent for Educational Services, who received the Sidney Platt Medal of Honor, the highest distinction awarded by ACTEA. This prestigious honor is reserved for individuals whose leadership, vision, and unwavering commitment have profoundly shaped the landscape of CTE in New York State and beyond.
DeTraglia’s selection for the Sidney Platt Award reflects not only his decades of service, but also his extraordinary influence as a transformative leader in the field. From 2005 to 2020, he served as Director of CTE at HFM BOCES, where he led innovative programming and cultivated partnerships that expanded opportunities for students across the region. His leadership extended to the ACTEA board, where he served as both president and vice president.
Now in his sixth year as Assistant Superintendent, DeTraglia continues to play a pivotal role in shaping educational services for the needs of students, communities, and the workforce.
“Jay’s decades of service have been marked by trailblazing leadership, relentless advocacy, and a deep commitment to advancing Career and Technical Education for young professionals across New York State,” said Michele Friedman. “He is truly a mentor and role model for all CTE administrators, embodying the highest standards of educational excellence and integrity. Jay’s legacy is one of transformative impact, and this award is a testament to his enduring influence on our profession.”
Reflecting on the honor, DeTraglia shared his gratitude.

Throughout my career, I’ve been fortunate to work alongside passionate educators and dedicated professionals who share a commitment to providing meaningful opportunities for students. This recognition is a reflection of the collective work we’ve done to strengthen Career and Technical Education in our region and across the state.”
