CALL TO ORDER

President Freeman called the meeting to order at 6:00 p.m., followed by the Pledge of Allegiance.

CONVENE AUDIT COMMITTEE

James Beirlein made a motion for the Board to convene the Audit Committee at 6:00 p.m. This motion was seconded by Jean LaPorta and unanimously carried.

INTERNAL AUDIT FOCUS AREA

The Board unanimously chose payroll and cash receipts as the 2017-18 Internal Audit focus area.

ADJOURN AUDIT COMMITTEE

The Board adjourned the Audit Committee at 6:05 p.m upon a motion made by Jean LaPorta, seconded by Harry Brooks and unanimously carried.

APPROVAL OF MINUTES

Allan Turnbull made a motion, seconded by John DeValve to approve the minutes of the June 30, 2017 Regular Board Meeting, July 5, 2017 ReOrganizational and Special Board Meeting and July 26, 2017 Goal Setting/Special Meeting. This motion was carried unanimously.

CLAIMS AUDITOR REPORTS

James Beirlein made a motion, seconded by Jean LaPorta, and unanimously carried to approve the Claims Auditor Reports for the period of June 13, 2017 through August 10, 2017. (SY 17-18 #46)

APPROVAL OF TREASURER’S REPORT

The Treasurer’s Report for the period of June 1, 2017 through June 30, 2017 was approved upon a motion made by John DeValve, seconded by Allan Turnbull and unanimously carried. (SY 17-18 #47)

EXTRACLASSROOM REPORT

A motion was made by Harry Brooks and seconded by Allan Turnbull to approve the Extra Class General Ledger Report for June 2017. This motion was unanimously carried. (SY 17-18#48)

ESTABLISH SUBSTITUTE AUTOMOTIVE MECHANIC HELPER RATE OF PAY

John DeValve made a motion, seconded by Allan Turnbull to establish the Substitute Automotive Mechanic Helper rate of pay to be $12.50 per hour. (SY 17-18 #49)

ESTABLISH SUBSTITUTE FOOD SERVICE DIRECTOR I RATE OF PAY

James Beirlein made a motion, seconded by John DeValve to establish the Substitute Food Service Director I rate of pay to be $151.67 per day. (SY 17-18 #50)

INTERMUNICIPAL AGREEMENT

John DeValve made a motion to authorize the Board President to execute the Intermunicipal Agreement by and between the Hamilton-FultonMontgomery Board of Cooperative Educational Services and the Village of St. Johnsville for placement of a School Resource Officer at the BOCES DH Robbins Campus for the 2017-18 school year. FMCC AGREEMENT – PSYCHOLOGY

Allan Turnbull made a motion to authorize the District Superintendent to execute the agreement between the Fulton Montgomery Community College and Hamilton-FultonMontgomery BOCES for FMCC to provide a faculty member to teach three-credit courses for HFM BOCES during the 2017-18 academic year. This motion was seconded by Jean LaPorta and unanimously carried. (SY 17-18 #52)

FMCC AGREEMENT – ART

Jean LaPorta made a motion, seconded by John DeValve and unanimously carried to authorize the District Superintendent to execute the
agreement by and between Fulton-Montgomery Community College and Hamilton-FultonMontgomery BOCES PTECH to have a FMCC faculty member teach two sections of a three-credit course for HFM BOCES during the 2017-2018 academic year. (SY 17-18 #53)

INDEPENDENT CONTRACTOR SERVICES AGREEMENT-Mermelstein

Allan Turnbull made a motion to authorize the District Superintendent to execute the Independent Contractor Services Agreement by and between HFM BOCES and Leah Mermelstein, Read, Write-Connect, Inc. to perform a one day follow-up training during the 2017-2018 school year for Broadalbin-Perth teachers who attended
the Summer Writer’s Workshop Institute. This motion was seconded by Harry Brooks and unanimously carried. (SY 17-18 #54)

INDEPENDENT CONTRACTOR SERVICES AGREEMENT-Risley

Harry Brooks made a motion to authorize the District Superintendent to execute the Independent Contractor Services Agreement by and between HFM BOCES and Julia Risley as an Independent Contractor for teacher of Anatomy and Physiology effective September 1, 2017 through June 30, 2018. This motion was seconded by Allan Turnbull and unanimously carried. (SY 17-18 #55)

GRANTS

Harry Brooks made a motion, seconded by John DeValve and unanimously carried to accept the following grant funds, and authorize their suitable appropriation and expenditure, pursuant to State Education Department and/or local approvals:
School Library System – Aid for Automation – $9,330. 00 (SY 17-18 #56)

ITEMS TO BE DECLARED SALVAGE

Pursuant to Board of Education Policy No. 4021, Personal Property Accountability, James Beirlein made a motion, seconded by Allan Turnbull and unanimously carried to declare as salvage the items listed on the Chief Financial Officer’s memorandum dated June 20, 2017. (SY 17-18 #57)

2017-18 SCHOOL BREAKFAST AND LUNCH AND LUNCH PRICING

Allan Turnbull made a motion to establish the 2017-18 school year breakfast and lunch prices as follows; milk $0.50, adult breakfast at $2.50 plus tax and adult lunch at $3.70 plus tax. HFM BOCES is participating in the Community Eligibility Provision (CEP) program which allows us the ability to feed the students for free. This motion was seconded by John DeValve and unanimously carried. (SY 17- 18 #58)

PURCHASE OF SERVICESAGREEMENT – FMCC FACILITY MANAGEMENT SERVICES

Harry Brooks made a motion to authorize the District Superintendent to execute the “Purchase of Services” agreement whereby FM agrees to provide Facility Management Services to BOCES for the 2017-18 school year. This motion was seconded by Allan Turnbull and unanimously carried. (SY 17-18 #59)

17-18 CLASSROOM LEASES

John DeValve made a motion to approve the 2017- 2018 Distance Learning and annual classroom leases as submitted in the aggregated amount of $697,790.00. This motion was seconded by Allan Turnbull and unanimously carried. (SY 17-18 #60)

RESERVE FUND REPORT THROUGH JUNE 30, 2017

James Beirlein made a motion, seconded by John DeValve and unanimously carried to accept the Reserve Fund Report year ending June 30, 2017 as submitted by the Chief Financial Officer. (SY 17-18 #61)

RETIREMENT INCENTIVE

John DeValve made a motion to authorize the Schedule of Retirement payments for those employees retiring during the 2016-2017 school year as submitted. This motion was seconded by Allan Turnbull and unanimously carried. (SY 17-18 #62)

BUDGET ADJUSTMENTS

John DeValve made a motion seconded by Harry Brooks to authorize the Budget Adjustments dated June 30, 2017 as submitted by the Chief Financial Officer. This motion was unanimously carried. (SY 17-18 #63)

BUDGET TRANSFERS

Allan Turnbull made a motion to authorize the budget transfers from June 1, 2017 through June 30, 2017 as submitted by the Chief Financial Officer. This motion was seconded by Jean LaPorta and unanimously carried. (SY 17-18 #64)

RESOLUTION – BEST VALUE

Allan Turnbull made a motion, seconded by Harry Brooks and unanimously carried to adopt the attached best value resolution as submitted. (SY 17-18 #65)

LETTER OF AGREEMENT – MINNOWBROOK

John DeValve made a motion to authorize the District Superintendent to execute the Letter of Agreement by and between HFM BOCES and the Minnowbrook Conference Center to host a seminar from July 17, 2017 through July 18, 2017. This motion was seconded by Allan Turnbull and unanimously carried. (SY 17-18 #66)

INDEPENDENT CONTRACTOR SERVICES AGREEMENT GELOSO-ECKER

Allan Turnbull made a motion to authorize the District Superintendent to execute the Independent Contractor Services Agreement by and between HFM BOCES and Vincenza Gelosa-Ecker to provide support to the HFM BOCES Central Food Service Program on a per diem basis effective August 31, 2017 through June 30, 2018. This motion was seconded by John DeValve. This motion was passed with a vote of five ayes (Beirlein, Brooks, DeValve, LaPorta, and Turnbull) and zero nays. Mrs. Freeman recused herself from this agenda item. (SY 17- 18 #67)

Harry Brooks made a motion to authorize the District Superintendent to execute the Independent Contractor Services Agreement by and between HFM BOCES and Dominick Mauro to provide support to the HFM BOCES Central Food Service Program on a per diem basis effective August 31, 2017 through June 30, 2018. This motion was seconded by Allan Turnbull and unanimously carried. (SY 17-18 #68)

BOARD MEMBER REPORTS 17-18 Draft Board Goals

The Board reviewed the 17-18 Draft Board Goals to be adopted at the next Board Meeting.

Regents Goals for Elementary, Middle and Secondary School Students

Dr. Brooks shared the Regents Goals for Elementary, Middle and Secondary School Students from the nineteen nineties.

Sacandaga North

Dr. Books shared a pamphlet from the 2005-2006 school year titled “Sacandaga North” School Board Development Series that he and the Northville School Board worked on and implemented.

Board Retreat

The Board discussed a possible Board Retreat.

Mrs. Freeman discussed an setting up an award honoring David Edwards.

ADDITION TO AGENDA

John DeValve made a motion, seconded by Harry Brooks and unanimously carried to amend the Board Agenda to include the funding and creation a prototyping laboratory at Jansen Avenue PTECH.

PROTOTYPING LAB

Allan Turnbull made a motion, seconded by Jean LaPorta and unanimously carried to approve the funding and creation of a prototyping laboratory at the Jansen Avenue PTECH school.

Election of New Board Member

John DeValve made a motion to appoint Carmen Caraco, a resident of the Mayfield School District, to fill the seat left vacant by David Edwards’ retirement through June 30, 2018. This motion was seconded by James Beirlein and was unanimously carried.

EXECUTIVE SESSION

At 8:04 p.m. the Board entered executive session to discuss specific personnel matters and collective bargaining upon a motion made by James Beirlein, seconded by Jean LaPorta and unanimously carried.

RETURN TO OPEN SESSION

At 8:40 p.m. Allan Turnbull made a motion to return to open session. This motion was seconded by James Beirlein and unanimously carried.

Smith, D.

Smith, Deborah – School Bus Attendant with Regional Transportation submitting a letter of intent to retire effective August 31, 2017. Mrs. Smith has been with HFM BOCES since July 1, 2013 and came to HFM BOCES as a transfer of function from the Gloversville Enlarged School District with a hire date of April 28, 1987.
