CALL TO ORDER

President Freeman called the meeting to order at 6:04 p.m., followed by the Pledge of Allegiance.

OATH OF OFFICE

The Board Clerk issued the Oath of Office to New Board Member Carmen Caraco.

APPROVAL OF MINUTES

Harry Brooks made a motion, seconded by Jean LaPorta to approve the minutes of the August 30, 2017 Regular Board Meeting. This motion was carried unanimously.

CLAIMS AUDITOR REPORTS

Jean LaPorta made a motion, seconded by John DeValve, and unanimously carried to approve the Claims Auditor Reports for the dated August 17, 2017 through September 14, 2017. (SY 17-18 #106)

GRANTS

James Beirlein made a motion, seconded by Jean LaPorta and unanimously carried to accept the following grant funds, and authorize their suitable appropriation and expenditure, pursuant to State Education Department and/or local approvals:

Workforce Investment Act (WIA) Title 2,

Adult Education and Literacy – $96,961.00.

Workforce Investment Act (WIA) Title 2, ESOL/CIVICS – $100,000.

Workforce Investment Act (WIA) Title 2,

Incarcerated and Institutionalized – $105,000.

Perkins IV/CTEIA – Basic Grant (VATEA) – $105,249.

INDEPENDENT CONTRACTOR SERVICES AGREEMENT – DOREEN MIORI-MEROLA

John DeValve made a motion, seconded by Allan Turnbull to authorize the District Superintendent to execute the Independent Contractor Services Agreement by and between HFM BOCES and Doreen Miori-Meola to present eight days of Cognitive Coaching Training to teachers and administrators effective September 28, 2017 through June 30, 2018. This motion was unanimously carried. (SY 17-18 #112)

ITEMS TO BE DECLARED SALVAGE

Pursuant to Board of Education Policy No. 4021, Personal Property Accountability, Harry Brooksmade a motion, seconded by John DeValve and unanimously carried to declare as salvage the items listed on the Chief Financial Officer’s memorandum dated September 20, 2017. (SY 17-18 #113)

MINNOWBROOK – LETTER OF AGREEMENT

John Devalve made a motion to authorize District Superintendent to execute the Letter of Agreement by and between HFM BOCES and the Minnowbrook Conference Center to host a seminar from November 7, 2017 through November 8, 2017. This motion was seconded by James Beirlein and unanimously carried. (SY 17-18 #114)

INDEPENDENT CONTRACTOR SERVICES AGREEMENT – GESSINGER

Allan Turnbull made a motion, seconded by Jean LaPorta and unanimously carried to authorize the District Superintendent to execute the Independent Contractor Services Agreement by and between HFM BOCES and Bethany Gessinger to be the PTECH Art Club Advisor effective September 1, 2017 through June 30, 2018. INDEPENDENT CONTRACTOR SERVICES AGREEMENT – ESPOSITO

Harry Brooks made a motion, seconded by John DeValve to authorize the District Superintendent to execute the Independent Services Contractor Agreement by and between HFM BOCES and Roberta Esposito to be the PTECH Drama Club Advisor effective September 1, 2017 through June 30, 2018. This motion was unanimously carried. (SY 17-18 #116)

INDEPENDENT CONTRACTOR SERVICES AGREEMENT – VANSLYKE

Allan Turnbull made a motion, seconded by John DeValve to authorize the District Superintendent to execute the Independent Services Contractor Agreement by and between HFM BOCES and Emmett VanSlyke to be a Digital Technology Consultant two days per week for PTECH effective July 1, 2017 through June 30, 2018 and work hourly for PTECH Summer Bridge effective July through August 2017. This motion was unanimously carried. (SY 17-18 #117)

CREATION of a LIFESKILLS EXTRACLASS ACCOUNT

Harry Brooks made a motion to authorize the creation of a Life Skills extraclass account with Patricia Muselbeck as the Faculty Advisor. This motion was seconded by Allan Turnbull and unanimously carried. (SY 17-18 #118)

INDEPENDENT CONTRACTOR SERVICES AGREEMENT – RULE

Jean LaPorta made a motion, seconded by John DeValve and unanimously carried to authorize the District Superintendent to execute the Independent Contractor Services Agreement by and between Carol Rule and HFM BOCES to perform sign language interpreter services effective September 1, 2017 through June 30, 2018. INDEPENDENT CONTRACTOR SERVICES AGREEMENT – THOMAS

Jean LaPorta made a motion to authorize the District Superintendent to execute the Independent Contractor Services Agreement by and between Sheila Thomas and HFM BOCES for PTECH Pre-Calculus and Algebra effective September 1, 2017 through June 30, 2018. This motion was seconded by Allan Turnbull and unanimously carried. (SY 17-18 #120)

TABLED ITEM

James Beirlein made a motion to table the Property Loss & Liability Reserve item on the Board agenda. This motion was seconded by John DeValve and unanimously carried.

INDEPENDENT CONTRACTOR SERVICES AGREEMENT – BROWER

Harry Brooks made a motion, seconded by John DeValve and unanimously carried to authorize the District Superintendent to execute the Independent Contractor Services Agreement by and between Sandra Brower and HFM BOCES to perform the following services: Positive Behavior Psychology Teacher effective September 1, 2017 through June 30, 2018; Summer Bridge Instructor effective July 1, 2017 through July 31, 2017 and curriculum planning effective August 1, 2017 through August 31, 2017. AMENDED INDEPENDENT CONTRACTOR SERVICES AGREEMENT – GELOSO-ECKERT

Allan Turnbull made a motion to amend the Independent Contractor Services Agreement with Vincenza Geloso-Ecker approved by the Board on August 30, 2017 as follows: change the named Independent Contractor from Vincenza Geloso-Eckert to Vincenza’s Banquet House. This motion was seconded by John DeValve and unanimously carried.

BOARD MEMBER REPORTS 2017-18 Board Goals

James Beirlein made a motion to adopt the 17-18 Board Goals as presented.  This motion was seconded by John DeValve and unanimously carried. (SY 17-18 #122)

NYSSBA Convention

The Board discussed the upcoming NYSSBA Convention.

Board Member Reports And Comments

Dr. Brooks mentioned that he would have the District Superintendent’s evaluation completed soon.

Mrs. Freeman discussed criteria for a Board member award named after David Edwards.

RECESS

The Board took a recess at 7:28 p.m.

EXECUTIVE SESSION

At 7:34 p.m. the Board entered executive session to discuss specific personnel matters and collective bargaining upon a motion made by John DeValve, seconded by Carmen Caraco and unanimously carried.

RETURN TO OPEN SESSION

At 8:10 p.m. Allan Turnbull made a motion to return to open session. This motion was seconded by Jean LaPorta and unanimously carried.

PERSONNEL ITEMS

Upon the District Superintendent’s recommendation, the following personnel items were presented to the Board for acceptance or approval.  All new appointments are contingent upon receipt of Employment Eligibility Verification forms.

Resignation for Retirement

Ovitt, D.

Ovitt, Deborah – Bus Driver with Regional Transportation submitting a letter of intent to retire effective June 29, 2018.

Ms. Ovitt has been with HFM BOCES since July 1, 2013 and came to HFM BOCES as a transfer of function from the Gloversville Enlarged School District with a hire date of October 26, 1989. (SY 17-18 #123)

Meher, Verna – School Bus Attendant submitting a letter of resignation effective August 31, 2017.  Ms. Meher has been with HFM BOCES since September 1, 2015. (SY 17-18 #124)

Fallis, Laurie – School Bus Attendant with Regional Transportation submitting a letter of resignation effective September 27, 2017 to accept a Bus Driver position with Regional Transportation effective September 28, 2017. (SY 17-18 #125)

Coulson, T.

Coulson, Tracy – Special Education Teacher with Special Education submitting a letter of resignation effective September 1, 2017.  Ms. Coulson was hired to start working on September 1, 2017. (SY 17-18 #126)

Leaves of Absence

Sandford, D.A.

Sandford, Darla Ann – School Food Service Director I submitting a request for a leave of absence effective September 1, 2017 throughout the period of time she is serving in her provisional appointment  as a School Food Service Director II.  (SY 17-18 #127)

Cristaldi, C.

Cristaldi, Carla – Senior Typist with Special Education requesting to extend her un-paid leave of absence from September 20, 2017 through October 18, 2017.  Mrs. Cristaldi exhausted her 12-weeks of FMLA leave on January 27, 2017 and had been granted unpaid leaves of absence from January 28, 2017 through September 20, 2017.  (SY 17-18 #128)

Fallis, L.

Fallis, Laurie – One-year probationary Civil Service appointment to a Bus Driver position with Regional Transportation effective September 28, 2017.  Ms. Fallis’ probationary period will end on September 27, 2018. This is a new position. Salary: $16.97 per hour. Laurie has worked for HFM BOCES as a School Bus Attendant since April 1, 2015. (SY 17-18 #129)

Holden, M.

Holden, Matthew – Four-year probationary appointment to an English Teacher position with Special Education effective September 28, 2017 through September 27, 2021, contingent upon the achievement of effective or highly effective APPR ratings necessary to receive tenure throughout his probationary period, consistent with requirements of Law Sections 3012, 3012-c, 3012-d. This is a new position. Tenure Area: English.  Salary: Schedule D, Step 1, $41,095.00. Certification: English Language Arts Grades 7-12 – Initial (SY 17-18 #130)

Smith, Beth – One-year probationary appointment to a Registered Professional Nurse (School) position with PTECH effective October 1, 2017.  Mrs. Smith’s probationary period will end September 30, 2018. This is a new position. Salary: $38,315.00, pro-rated to $34,483.50.  (SY 17-18 #131)

Sandford, Darla Ann – Provisional appointment to a School Food Service Director II position with Central Food Service effective September 1, 2017.  Mrs. Sandford currently works for HFM BOCES as a School Food Service Director I and is replacing Melinda Madison.
