Input on Policies
A. Role of Members in
Advising Council
Members communicate
face to face or through email, memo, or telephone their concerns
or issues which they feel need to be addressed to either the
Council members directly or the System Director. Ad hoc
committees of members, Council and non-Council, develop policies
for Council approval.
B. Roles of Member
Advisory/Special Purpose Groups
Advisory Council
• Oversees the development of the
Plan of Service.
• Monitors the implementation and
effectiveness of the Plan of Service.
• Reviews and approves the budget.
Liaisons
• Implements the
procedures to be followed in the district, within the general
guidelines and procedures determined by the SLS regarding:
- data collection for union lists.
- cooperative collection development.
- interlibrary loan.
- necessary reports.
- other System requirements.
• Informs other school library
media specialists and staff of the members of their district
about SLS policies, procedures, activities and services.
Interlibrary Coordination and Development (ICAD) Committee
• Monitors collection strengths to
ensure collections are current in relation to school curricula
and NYS Standards.
• Proposes and reviews policies and
procedures for media center coordination and development; for
example, weeding collections and submission of cataloging
information for database entry.
• Recommends to the Advisory
Council specific expenditures of SLS grant and HFM Coser monies
to:
- promote technological advancements which support more timely
access to materials in all collections.
- support collection development.
• Coordinates with other HFM SLS
committees.
Long Range Planning
Committee
Provides the HFM SLS
with a framework for the future by:
• maintaining a standing committee
to develop and annually update the Plan of Service.
• exploring objectives for the
future.
• proposing recommendations for a
course of action to the SLS Advisory Council.

Description of
planning, evaluation, revision, and approval process for all
elements of the plan of service
A. Plan Development
1. Member Needs Assessment
Members contributed information on services and staff
development programs they would like the SLS to offer over the
next five years via the annual system evaluation, workshop
evaluations, surveys, feedback from site visits and discussions
at meetings (Council, Liaison, Cluster Group and Committee
meetings).
2. Planning Process
All members had input
in the planning process via the methods described in Section
4.A.1. The Long Range Planning Committee reviewed all of this
input and developed the five year plan. The Advisory Council
reviewed the ongoing progress.
B. Evaluation
1. The
information which will be collected to evaluate whether or not
the
System has achieved the intended results will be culled from a
survey
conducted annually. The survey will take the plan, item by item,
and
ask the component district library media specialists to both
qualitatively and quantitatively assess the performance of the
System.
2. The other
methods used to determine whether the System’s customers
are satisfied with the System’s services include, but are not
limited to,
the annual evaluation, workshop evaluations, concerns evidenced
by
the liaisons and feedback from site visits conducted annually.
3. The
information on customer satisfaction will be used to adjust the
System’s goals and methods to better meet the needs and wants in
the following year.
C. Amendment Process
The ongoing process
for amending and revising the System’s Plan of Service is
conducted by the Long Range Planning (LRP) Committee’s four
annual meetings. Utilizing the feedback referred to in 4.B.2 and
the committee members’ vision, the LRP Committee will amend and
revise continuously.
D. Approval Process
Throughout the
development of the Plan various groups, e.g. Liaisons, reviewed
the Plan. The final draft of the Plan of Service was reviewed by
the SLS Advisory Council and approved. The Council Chair signed
the signature page to affirm that approval. The HFM BOCES
District Superintendent reviewed the Plan and signed his
approval. The Plan of Service must be finally approved,
including corrections, clarifications and additional required
information, by the New York State Department of Education.
